The new Lord Mayor, Harvey Christian Combe, is being enthusiatically welcomed by a crowd of emaciated servants and domestic animals. A man at a door on the right is kicking the retiring Lord Mayor, Sir Richard Glyn, who is leaving with a bag marked "savings" under his arm.
