"Grown citizens learning to dance"; the Duke of Grafton, Prime Minster, as a dancing master treads on the "Petition of the Mile End Rioters" and exhorts a capering citizen (Thomas Harley, Lord Mayor of London?) to keep time to his motions; to the right the Duke of Bedford and Viscount Weymouth, members of Grafton's administration instruct another citizen.
